Abstract	"This study traces 50 years of European higher education policy and analyzes postgraduate European Studies programs at universities in Germany and Great Britain. The discussion of the curriculum and an analysis of interviews with actors on the EU and local levels provide insight into the goals and content of European identitybuilding measures. The results suggest that there is no consensus on what 'Europe' or 'European' is - other than being a positive alternative to the USA. Educational reforms in the Bologna Process and in the context of the Lisbon Strategy are leading to a system in which higher education entails forming highly mobile, business-minded, risk-taking subjects."
