AbstractThe educational institutions tend towards the development of IT strategy and plans, including making computer and the Internet an essential element in the curriculum. The Egyptian universities gave great attention to using e-learning in solving the problems of traditional education of increasing numbers of students and supporting access to information quickly anytime and anywhere in order to achieve the targeted learning outcomes. Mansoura University has achieved great development in this regard of management of electronic education integrated the beginning of the provision of equipment, laboratories, digital libraries, electronic information sources and design of e-courses and the way to assess students for the decisions for the aim of supporting contact between students, teachers and the development of the educational process and research. A unit of e-learning had been built at the university and sub-units of e-learning at faculties, which contribute to the preparation of electronic courses, developing and providing them to the students. The Faculty of Physical Education had prepared some e-courses in the academic year 2009-2010 and had been established college computer labs connected to the Internet to support the benefit of these decisions and to facilitate access to diverse sources of information and support contact between students and faculty members. The researchers had noted low turnout of students to use e-courses despite the availability on the Internet in a simple and easy ways, and supporting the process of self-learning through the reports of the units of e-learning, which showed that the rate of use of e-courses by the students were ranging between 8% to 40% of the sample. Therefore went the researchers to identify the most important problems facing students in the use of e-courses. A questionnaire was designed to identify these problems and was applied to the (980) students from the Faculty of Physical Education-Mansoura University. The results showed that problems which face students in dealing with e-courses and using Internet is that (25%) of sample do not have a computer and that (10 %) of students who own computers do not have an Internet connection, and that (17%) of students cannot deal with the applications of computer and web browsers, and the results showed that there were differences between boys and girls in computer use for the boys and that was due to cultural heritage also the geographical distribution has a role as more than urban students to own a computer connected to the Internet on villages students. The researchers recommended that the faculty should adopt a project to provide a computer for each student at suitable price with the help of one of the community institutions which support these projects and support its internet connection through universities, making training courses for students to use computer's software and internet at computer labs at the university for free, spreading the culture of e-learning between students and teachers, attention to the education of girls to use computers without regard to any cultural heritage is outdated.
