Abstract"The aim of this study was to understand what was really happening at the transition level from school to work in terms of youth unemployment in Turkey. This part of the study was interview with 23 policy and decision-makers through focusing on the reasons of youth unemployment in Turkey. lt aimed at identifying individual and structural causes of transition problems, looking at two different regions of the country27. As to the causes of youth unemployment, there are common points stated by all relevant parties. The first of these causes, which we may call a "structural" one, is related to demographic features. In other words, the first cause is related to the large young population structure of Turkey. Another cause of youth unemployment that all parties commonly share is related to education system. This common diagnosis is valid for all levels (primary, secondary and higher) and types (general, vocational-technical) of education. Poorly planned education system and poor quality delivery is one of the underlying causes of youth unemployment. Another point raised in the context of education about the unbalanced distribution of students to general and vocational high schools in favour of general education. The present system of education lacks the flexibility to adjust itself swiftly to emerging needs of our times. The market is not diversified enough and those having enough cash at hand do not see investing as a lucrative endeavour. Young people want to have jobs in the public sector mainly for disadvantages observed in the now expanding informal sector, which include lower wages and absence of any social rights and security. All these have their negative effects on young people's values in regard to working life as well as their employment plans for the future." (author's abstract).
