Abstract | Non-governmental institutions of higher education in the Russian Federation have emerged in quick succession and in large number only after the collapse of the Soviet Union in 1991. Well-established colleges and universities that are not run by the state play an important role in today's system of higher education, filling "gaps" in the programmes of studies at state-run institutions. This means, on the one hand, that they offer new courses that have hardly been present until now, such as in social sciences and the humanities, and, on the other, that they satisfy the demand for university and college places that has generally shot up since the early 1990s. Since the onset of this trend, the Russian state has tried to extend its sovereign rights in education to this area by using a self-developed quality assurance system both for private and public institutions.
