Abstract	Eine technologisch leistungsfähige und innovative Volkswirtschaft basiert auf einer großen Zahl qualifizierter Menschen. Ein Bildungssystem sollte daher möglichst viele junge Menschen zu möglichst hohen Ausbildungsabschlüssen führen, ohne dabei die Qualität der Ausbildung und die Aussagekraft der Abschlüsse zu gefährden. Voraussetzung hierfür ist, dass für das Bildungssystem ausreichende Ressourcen bereit gestellt und diese effizient verwendet werden. "Bildung in Deutschland" zeigt auf Basis eines Benchmarkings, dass die einzelnen Bundesländer diesem Anspruch in unterschiedlich hohem Maße gerecht werden. Die Folge: Lebenschancen und Lebensverhältnisse in Deutschland drohen, sich auseinander zu entwickeln. Allerdings überzeugt kein Bundesland mit durchweg positiven Ergebnissen; ohne Abstriche ist daher kein Bundesland als Vorbild für die anderen geeignet. So bleibt noch viel zu tun, bis Bildung Chancen für alle eröffnet, Schwache und Begabte individuell fördert, Vielfalt und Differenzierung ermöglicht und Wachstumsimpulse in und für ganz Deutschland erzeugt. To be strong in the fields of technology and innovation a national economy requires a great number of highly skilled people. An educational system should therefore be leading as many young people as possible to the highest possible level of training qualifications without jeopardising either the quality of the training or the value of the qualifications. Of course, this can only happen if the educational system is provided with adequate resources, and these in turn are efficiently used. Using a benchmarking process, Bildung in Deutschland ("Education in Germany") shows that the degree to which the individual Länder (the states making up the Federal Republic) meet this requirement varies. As a result, there is a danger of a gap developing between the career opportunities and the standards of living in the different parts of Germany. However, no state's results are exclusively positive. No single state stands out as having a convincing model which the others can adopt wholesale. There thus remains a great deal to be done before the education system in Germany opens up opportunities for all, supports the weak and nurtures the talented individually, allows for variety and a correspondingly wide range of responses, and promotes growth in, and for, the whole country.
