Abstract | "In dem internationalen Netzwerk COST A19 spielte die Frage nach der Position von Kindern in der 'Wohlfahrtsarchitektur' europäischer Nationen eine prominente Rolle. In diesem Beitrag wird untersucht, welche Auswirkungen die Restrukturierung moderner Wohlfahrtsstaaten auf den Bürgerstatus von Kindern hat. Es wird die These vertreten, dass sich auch in Deutschland ein Umbruch von einem redistributiven hin zu einem aktivierenden bzw. sozialinvestiven Sozialstaat vollzieht. An die Stelle des Schutzes vor Risiken durch Umverteilung tritt die Investition in 'Humankapital'. In dem Beitrag werden die ambivalenten Folgen dieser 'Kinderinvestitionspolitik' auf den Bürgerschaftsstatus von Kindern untersucht." (Autorenreferat). "The international researcher network COST A19 traced the issue of the specific position of children in the 'welfare architecture' of European nations. The article points out that we are witnessing a fundamental shift from a redistributive to an activating respective a 'Social Investment State'. The idea underlying this concept is that the state should not - as up till now - merely protect the social positions of particular 'at risk' groups in a reactive manner, but should rather build 'human capital' or 'social capital' by investing in individuals and communities. It is shown that this shift gains ground in Germany as well. The article discusses the ambivalent consequences of this process of restructuring modern welfare states on the citizenship-status of children." (author's abstract). |
