Abstract | The debate about educational standards as an instrument for quality monitoring in schools has just recently started in Germany. However, the swift from input-based control to output-based control is a kind of revolution in the German school system. Researchers as well as policy makers seem to agree that standards a) should be based on models of student competencies, b) have to be operationalized empirically by constructing validating and norming tests which require high-level thinking, over and above procedural and factual knowledge, c) will be used for system monitoring as well as for school evaluation purposes, and d) will in the long run replace traditional syllabuses as the main curriculum document which guides instruction, thus allowing for many issues to be settled by school-based, "autonomous" decisions. This presentation will discuss how far Germany has gone towards the development and implementation of demanding competency-based standards. Next steps and open problems are outlined. (DIPF/Orig.). |
