AbstractIndonesian (education) policy generally has a highly centralized, top- down nature. But, after years of discussion, the Education Ministry ( MOEC) "required all elementary and junior high schools in the country to allocate 20 percent of total instruction hours to locally designed subject matter [i.e. a Local Content Curriculum LCC].... For the first time, schools would not implement a standard curriculum constructed entirely ... in Jakarta. In addition, the MOEC encouraged teachers to experiment with innovative pedagogies designed to enliven instruction. Finally, LCC documents identifed strategies for managing the new program that foster more democratic authority structures and expand the circle of actors involved in dedision making." This policy most directly affected the role definition of teachers who had formerly functioned "as loyal agents of policy directives" and now suddenly were confronted to demands to be "independent artisans" - how would they respond to these challenges? The article addresses these responses: "Were teachers interested in amplifying their autonomy and influence in the schools? Were they equipped with the skills and attitudes required to accomplish the professional transformation the MOEC was encouraging? How would Indonesia's tradition of firmly concentrating power at the center shape local responses in the LCC? What type of support would teachers receive from the upper-level officials who were volunteering to share power?" (DIPF/Orig./Bi.)
