| Abstract | The relationship between tertiary education ... and equity in the access to the higher education system is examined in this paper. Access to and permanence in the system (years of schooling) are shown to have a strong impact on the level of personal income and on the type of occupations available for individuals. Starting from there, a transitional model is worked out. The model allows to follow up the development of the system in typical stages, by combining the parameters of rate of demand for access and rate of effective access. The model shows that in developing countries the system moves from an initial egalitarian equilibrium situation (low rates of demand and real access) to the state of an expanded massification (with a high rate of demand, albeit stabilized, and a growing rate of access). ... The different transitional stages have their own critical situations for the overall system. In some stages problems of equity and quality are intensified and mutually reinforced, and this leads to sustain that as countries move through scenarios of markedly different configurations, this must be taken in account when policies for the sector are in question.
