AbstractThis paper provides speculative analyses based mainly on working experience ... . Its theoretical framework is hypothetical, although some of the arguments were examined and analysed. Working experience means the self-reflexive analysis of the politics - research interaction in two influential national reform commissions (on tuition fees in 1994, and on the integration of short cycle vocational training into higher education in 1995) in Hungary.... This paper's first assumption is that both scientific research and policy-making are self- regulating social subsystems with independent values, and the communication between them requires a sophisticated interaction. Its second assumption is that the usual intellectual demonisation of politics vs. research is unfair.... The third assumption is, that the nature of politics - research communication depends on a whole set of structures and procedures, and that these elements are absolutely examinable by analysis. Conclusions: The interaction between research and politics is weakly structured in Hungarian higher education. Functions and roles are unclear, participating persons often change or combine different roles. The emergence of modern higher education politics in Hungary catalyses the differentiation, professionalisation and institutionalisation of experts and advisers. National reform commissions provide a good framework to work out these roles. The small size of the country and the limitations of its academic resources however make this progress gradual.
