Abstract | From the early 80's, thanks to some decisions concerning educational policy centralisation, constraints have been loosened to the benefit of "peripheral authorities" (Educational Offices, Inspectorate, Schools...). Our hypothesis is that transferring authority to the local level with an aim of democratization produces the reverse: it strengthens social inegalities in school because curriculum development is too narrowly "adjusted" to the local school population characteristics.
