Abstract | This is not the first crisis that the dual system is undergoing. Unbalance in the apprenticeship market is linked with its operational mode but doesn´t prevent it from being the major training opportunity after compulsory schooling which still concerns 70% of the 16-19 year old youth. However it is confronted with two difficulties in the 90´s: a declining youth enrollment and a declining offer from the firms; this corresponds to actual structural problems: lacks of attraction compared to long academic education, decreasing concern of companies which transform their management methods, questioning of Beruf, the conceptual and institutional mainspring of the system. No new perspectives are presently opening. Partners of the educational system whose cooperation is mandatory say they want to save it. But the issue of debate on deregulation is depending on more flexibility of initial system. It won´t be easy to reach a compromise. (DIPF/orig.) |
