Abstract | The study is devided into two parts. The first part reviews the international research literature in an endeavour to sift out pointers for teaching. The second part analyses the curricula published by the education authorities in the 15 Member States. The breadth and complexity of the subject prompted a decision to focus the study on the initial teaching of reading in pre-school education and during the early years of compulsory education. The analysis of the curricula for each European Union country presents a national section which summarises the syllabi, the assessment criteria, how individual differences are taken into account, and the teaching material and methods as recommended in the official texts. These national descriptions provide a comparative analysis of how comprehensive and detailed these recommendations are and establish links with the review of the specialised literature.
