Abstract | The book is a selection of articles from eight issues of "Prospects" (1984-1991). The articles in part 1 examine new issues of educational planning: a) "The deterioriation of teaching and learning conditions, which leads to a decline in the quality of education, making it crucial to shift the emphasis from quantity to quality and to develop a better adapted information base. b) The impact of structural adjustment programmes on public resources available for education, which makes it neccessary to find new sources of finance and develop new cost-sharing arrangements involving parents, communities and industry. c) The technological revolution, which means that any country wanting to enter the information age has to raise substantially the educational level of its work force. d) The lack of efficiency of many administrative systems and the need to search for new paradigms highlighting decentralisation and the promotion of collective participation. e) The crisis of state and the increasing lack of confidence in its ability to perform its functions adequately has direct implications on educational planning."
