Abstract	The Conference which is reported on in the document was organized by the Ministry of Education of the Russian Federation, the State Committee of Higher Education and the Directorate of Education, Culture and Sport of the Council of Europe. The declarated aims of the Conference were "to discuss approaches to the development of an institutional framework for training of administrators in education and modells for the political and administrative sharing of responsibilities in education". The author presents detailed the core of the Ministry position, given by the Vice-Minister of Education of the Russian Federation, M. Lazoutova. He shows the highlights of the Plenary discussion and the main results of two workshops which dealt with "Sharing of responsibilities in education" and "Management of education". Based on a tentative appraisal he points out issues which are relevant to Russian education and themes which are worth to be dealt with on specific "comparison-oriented" conferences. (DIPF/St.)
