Abstract	In the last four decades, several reforms of university governance that changed the function, role and compositions of representative bodies were implemented in the Netherlands. ... In the late 1960s, the collegial and oligarchic structures were replaced by more participatory or democratic structures. ... After some 25 years, these participatory structures were replaced by 'executive leadership' models. A consequence of this change in 1997 was the remodelling of representative decision-making bodies into representative advisory bodies [councils]. ... In this article, the author describes the changes that occured in these bodies and reflects on their implications. First, he examines the role, position and composition of the representative councils before the 1997 reform. Then he focuses on the representative bodies after the reform. The focus is on representative bodies at the institutional level and not on participation at other levels ( faculty, department). (DIPF/Orig.)
