Abstract | At one time the United Kingdom possessed a small elite university system that was governed according to well-understood rules as between state and university, and within universities. This elite system has been replaced by a system of mass higher education. Universities are under pressure to perform and account for themselves in ways that have rattled established ways of academic work. ... There is a rough consensus that the administration of the steady state is no longe viable and that a top down controlling management is problematic, and so there is a growing emphasis upon the importance of sound university governance and institutional leadership. ... I will describe the different systems of formal governance in the old universities and in the public sector of higher education. In Section 3, I will set down the pressures on the system that led to the changes that I will discuss in Section 4. In Section 5, I will deal with some of the consequences of the change. I will conclude by highlighting the ongoing problem of organising academic work. (DIPF/orig.) |
