Abstract | It is too soon to say whether the Evaluative State and the new public management will have a significant and lasting impact on higher education, despite the current strengths they display in several countries. This analysis considers one aspect of the negative prospect by examining the sources and forms of university resistance to government policy initiatives. It illustrates the complicated nature of policy effects by examining a long- standing and ambitious policy initiative in the US: Tennessee's policy to monitor the performance of its institutions of higher education by using performance indicators linked to public funding. Based on the Tennessee experience, the analysis seeks to develop some perspective on the nature and sources of university resistance to such a sustained, state-wide initiative. Some concepts for considering university resistance to government policy are considered, followed by a brief portrait of Tennessee's approach to performance funding. Finally, there is an extended discussion of policy implementation and policy resistance. (DIPF/orig.) |
