Abstract | The author analyses the "bureaucratic centralism in French higher education" and some elements of the past "centrals Feering of the curriculum". At the end of the 1980s a more decentralised, diversified and differentiated system was established - the article describes "the administrative and political context" of this new policy. "The major change in higher education policy in the last decade has been the introduction of contractual agreements negotiated and signed by each university and the ministry of education". These contracts have a term of 4 years and are regulating "the courses the university could offer and for which it would obtain recurrent financial support from the State and a pledge by the ministry to fund specific activities and provide staff and new building resources during the term of the contract". Finally the author evaluates the autcomes of the contract policy. ( DIPF/Bi.) |
