| Abstract | The author reviews the process of implementing an education reform as Minister of Education of the government coming into power in 1994. At this time, the political aims and rhetoric "spoke about improving the quality of education, although the meaning of 'quality' was not defined". The new Minister "accepted the post because I believed social consensus could be reached on educational problems and on how they were to be overcome". The article describes the processes of negotiations and decision-making from the first steps of "mapping the educational challenge", creating an educational policy framework, making use of advice and research, establishing "working relations with the key players", and educating public opinion up to the budgetary discussions.
