Abstract | School governance in the Unites States historically originates as a decentralized system in which control over schools is vested in locally organized parents and the local honoraries, including the members of protestant sects, rather than in a centralized state ministry. Allowing for a high degree of participation by parents, teachers and other interested parties, the system seems to favor many of the demands raised by advocates of educational autonomy. Yet, experience shows that local control, as practised in an urbanized and culturally heterogeneous United States, has many drawbacks that tend to undermine, rather than strengthen the autonomy of schools.
