AbstractThe author "discusses the problems encountered by educational policy makers in the wake of the migration of workers from southern Europe, later also from the Balkans and Turkey, to Germany in the fifties, sixties and seventies. She describes the significant shift that has taken place from 'educational programmes for migrants' (Ausländerpädagogik) towards the development of forms of multicultural education. This shift has occurred at the level of the educational institutions themselves, at the level of individual 'state' administration in education and at the level of academic research in the universities. One of the major problems, however, remains the question of definition. What is understood at all these levels by the terms 'intercultural' and 'multicultural'? Luchtenberg shows that, as a response to these two terms a whole range of policies has been developed from full-scale multicultural language programmes, through school exchanges with other EU countries, notably with France, to the inclusion in the curriculum of such aspects of 'foreign' culture as food, folklore, music, etc. In all of these interpretations of 'intercultural'/' multicultural', however, Luchtenberg notes the tendency to evaluate between cultures, the hidden (and sometimes open) agenda being that German culture is in some sense more significant than the child's own native culture. She makes a plea for a more egalitarian set of attitudes here. (DIPF/orig.).
