Abstract | This paper describes the main reform issues concerning academic and vocational qualifications for 16 to 19-year- olds in England and Wales since 1991 and relates them to the six Leonardo themes. The main aim of UK government reforms during this period has been to build a more coherent qualifications system, to improve parity of esteem between academic and vocational qualifications and to meet National Targets measured in terms of the percentage of those up to 21 years of age achieving national qualifications.
