Abstract | The paper describes the current period of Russian university life as one of the most difficult in its history since the foundation of the oldest universities (1724 in St Petersburg, 1755 in Moscow). It gives a brief historical overview of the development of academic freedom, autonomy and university reforms from the eighteenth century until the time after the 1917 revolution. It points out that the universities depended on the state and bureaucratic ambitions in both systems. The current status of universities is set out in the law of education dated 13 January 1996. The law states the independence in all procedures concerning personnel, educational programmes, research and financial activities on the legal basis but the definition of academic freedom has not been mentioned in the law. The gained right to choose and take decicions also implies that universites have to learn how to cope with strategic planning, fundraising, organization etc. (DIPF/St.). |
