However, it is not a mere translation of this original study, nor its summary, although it is much shorter than the German text." "To some extent ... this English version also constitutes a reinterpretation of the German study from which, however, most of the background information and data, as well as most of the working hypotheses and conclusions were drawn." "As far as the outline of the present version is concerned, it broadly corresponds to the three general questions of the Institute of Education project on implementation of higher education reforms ...: the original goals of the reform, its present outcome, an analysis of factors which explain the outcome and the difference between the initial objective and the final result. These three core sections (Chapters III, IV and V) are preceded by a chapter (ii) outlining the general history and basic data relating t the Gesamthochschule reform. A concluding chapter (VI) presents both a summary of the main findings of the study and a comparison of these findings with those arising from an analysis of implementation processes of other European reforms of higher education."
