AbstractThe issue of a world-wide information order is the focus of this paper, which outlines the history, status, perspective, and consequences of the NIICO (International Information and Communication Order) debate. The first section explains the concerns and events that led to a unanimously passed resolution by UNESCO calling for a new order for the information systems of the world. The second section, "The Principles: NIICO as Regulator," presents the major elements and demands of NIICO. In the third section, "History of the Concept: Free Flow versus Propaganda," four topics are discussed: the free flow of communication, the right to communicate, a new order, and the report of the McBride Commission and the establishment of the International Program for Development of Communication. The fourth section, "Consequences and Perspectives," focuses on the third world: the NIICO begins at home; the west: words or deeds; new media: new conflicts? and the next challenge: transborder data flow. The last section, "The Literature Section," lists documents and publications in the "news exchange" sector, documents and publications in the NIICO sector, and institutions. (DF)
