AbstractIn this report, the Council of Colleges of the Colleges of General and Professional Education (CEGEP) in Quebec addresses the subject of the articulation of secondary and postsecondary education from five perspectives. In the first chapter, the mission and objectives of the two levels of education are addressed in terms of the educational reforms of the 1960's; the assessment of these reforms and subsequent adjustments that took place during the 1970's and 1980's; and the confirmation and clarification of the goals of secondary and collegiate education. Chapter 2 focuses on education and student development. The chapter begins by analyzing the characteristics of instruction at the secondary and postsecondary levels. Next, the difficulties encountered by students in the transition from high school to college are discussed. After assessing the evaluation of student learning in high schools and colleges and discussing the realities and perceptions of such evaluation, the chapter ends by considering trends and proposed measures. Chapter 3 addresses the prerequisite system, paying particular attention to prerequisites for mathematics and natural sciences. In addition, problems to be resolved in improving articulation between high school and college are addressed. Chapter 4 begins by tracing the development of the secondary and postsecondary vocational education systems, and then considers questions, problems, and trends related to program articulation. In chapter 5, responsibilities and mechanisms for articulation are reviewed, including those at the ministerial, regional, and local levels. Finally, recent developments in articulation and possible directions are discussed. A 67-item bibliography of cited documents is included. (AC)
