AbstractHistorically, the primary role of financial aid was to increase educational opportunities for those with inadequate resources, yet more recently institutional aid is increasingly becoming based on criteria unrelated to financial need. Various political forces have reinforced the institutional tendency to redirect dollars from the mission of improving access to higher education to the goal of outpacing the competition in the race to recruit the best, the brightest, and the most likely to contribute to the capital campaign. This article addresses the tension between the goals of equity and enrollment management. It examines the impact of the changing focus of student aid policy on students, both those who may be locked out of educational opportunities and those who enroll in institutions that cannot or do not offer them the funding necessary to make degree attainment truly financially feasible. It also explores whether the strategic use of financial aid for enrollment management purposes can be compatible with the goals of equity in higher education, or whether we must choose between abandoning the goal of diversity and educational opportunity and risking institutional insolvency.
