AbstractA strategically essential area for Russia's economy in the transition to market relations and the unequal development of the sectorial structure is the development of the sphere of production, which is now in a state of instability. The forecasted decline of manpower resources, the aging of blue-collar cadres, and the slump in the number of those trained in primary professional education are factors that, in the near future, can lead to a drastic shortage of blue-collar cadres, worsening the crisis in the science-intensive sectors of the economy, which are already suffering from an acute shortage of qualified blue-collar workers. The low status of primary professional education in the eyes of young people and in regard to the state's educational priorities, and the instability of the country's social and economic situation, which does not foster the development of enterprise investment in cadre training, constitute factors that can exacerbate the looming crisis in the system of professional training of blue-collar workers. In this connection it is essential to make an analysis of the educational potential of blue-collar workers, with the purpose of determining optimal ways to ensure that enterprises have enough qualified blue-collar cadres. As it applies to the topic of this article, the term "educational potential" is treated as the aggregate of the possibilities that education affords to ensure the most effective functioning of the social and economic system. An analysis of the situation with respect to the available supply and training of blue-collar workers in the Republic of Udmurtia reveals the problems that affect all of Russia, problems that stem from the lack of effective mechanisms for regulating the reproduction of the educational potential of this category of workers.
