Abstract | Examines market and bureaucratic control of education in terms of "institutions" typically analyzed by economists. Focuses on hybrid educational institutions combining bureaucratic and market control (called "quasi-markets") in Belgium, the Netherlands, Great Britain, and New Zealand.
