Abstract | This study investigated how and to what extent the development and use of the OV-5a operational architecture decomposition tree (OADT) from the Department of Defense (DoD) Architecture Framework (DoDAF) affects requirements analysis with respect to complete performance metrics for performance-based services acquisition of ICT under rigid acquisition procedures. A case study was conducted that included phenomenological methods to understand how the OV-5a's being investigated evolved over time. This study determined how the performance requirements were developed and matured using the OV-5a's for performance-based acquisition of information and communications technology (ICT) services acquired under rigid acquisition rules. As a result of the research conducted by this study it is now known that the OV-5a OADT is a tool that can be used by a requirements team to guide its decomposition of an acquisition problem domain and develop performance requirements for performance-based acquisition of ICT services acquired under rigid acquisition rules.
