AbstractThis study examined the availability and characteristics of university-based precollege programs designed to improve college access and success for students attending District of Columbia Public Schools (DCPS). Employing a mixed-method approach, this study used quantitative data collected through a survey instrument to measure the degree to which university-based precollege programs in the District of Columbia include 11 characteristics of precollege outreach programs identified by research as likely to increase college access for underrepresented students. The study also used case studies of four university-based precollege programs in the District of Columbia to examine the forces that limit and promote the scope and characteristics of precollege programs. The case studies describe the characteristics of several program components, student and family characteristics of program participants, the relationship between the program and the university, and the operational context of the program with the District of Columbia Public Schools. This study found that many university-based precollege programs in the District of Columbia incorporate 11 characteristics identified as likely to increase college access for underrepresented students. Several forces such as the mission of the funder were found to limit the ability of these programs to include all of these characteristics. Other forces such as the mission of the university were found to promote the scope and characteristics of these programs. This study improves our understanding of the availability and characteristics of university-based precollege outreach programs that serve underrepresented groups of students. This study also identified implications for policy, practice, and for future research important to precollege programs and higher education.
