AbstractThis 11th annual census indicates that, after more than 10 years of growth, many characteristics of MPCP (Milwaukee Parental Chide Program) schools are not markedly different from those of Milwaukee Public Schools (MPS). Key findings reported include: (1) Total voucher use grew 5% over last year, the second smallest annual growth since religious schools joined the program; overall enrollment in the private schools participating in MPCP grew less than 2%; (2) Schools receive accreditation from 15 different accrediting agencies; (3) Most schools in MPCP are religious and 81% of voucher users attend religious schools; (4) Approximately 78% of an MPCP school students use vouchers; (5) Most schools administer standardized tests; (6) One-third of MPCP schools have teaching staffs too small for each grade level to have a full-time teacher; and (7) Student enrollment at an average MPCP school is 85% minority students; the average full-time teaching staff is 42% minority.
