AbstractThis report describes one approach toward setting standards to determine performance level cut scores for an alternative assessment for students with disabilities. First, it considers requirements for inclusion of students with disabilities in educational assessments under the Individuals with Disabilities Education Act. The proposed methodology focuses on a student's "body of work" through evaluation, using predetermined criteria, of student portfolios, a systematic collection of student work. The rationale and design of the alternate portfolio assessment are presented, followed by a detailed description of the standard setting process. The paper identifies time and resource constraints and areas of potential contamination and bias in this approach. The importance of range-finding and pin-pointing phases for the body of work approach is stressed. Topics covered include: portfolio configuration, portfolio scoring, standard setting procedures, selection of committees, selection of student work, calculation of summary statistics, rates of agreement, literacy and mathematics consistency across grades, and evaluation (including time factors, contamination, distribution of portfolios, sampling of student work, scoring experience of panelists, and lack of pin-pointing portfolios).
