Abstract | This handbook, available in English and Spanish, contains the Texas State Board of Education's approved procedures concerning dyslexia and related disorders and information regarding the state's dyslexia statutes and their relation to the federal Rehabilitation Act of 1973, Section 504, and the Individuals with Disabilities Education Act. Chapters address the following topics: (1) definitions and characteristics of dyslexia; (2) issues related to kindergarten, Grade 1, and Grade 2 reading instruments; (3) procedures and measures for assessing students for dyslexia; (4) identification of students with dyslexia; (5) instruction for students with dyslexia; (6) professional development of the teachers of students with dyslexia, and (7) referral to special education. Among ten appendices are: a flow chart for assessment, identification, and instruction for students with dyslexia; testing accommodations for the Texas Assessment of Academic Skills; a glossary of terms; a list of publications related to dyslexia; and the texts of relevant sections of the Rehabilitation Act of 1973, the Texas Education Code, and the Texas Administrative Code.
