Abstract	A project was conducted to develop an integrated basic skills instructional program in an education service cooperative to serve grades 7-12 vocational students in 13 rural school districts in Arkansas (Grant and Jefferson counties) as a follow-up to the vocational assessment process. The Southern Regional Education Board (SREB) chose the Arkansas River Education Service Cooperative as a pilot site, refocusing the project on average students, grades 7-12, in five different-sized school districts. The project then involved a restructuring of the vocational education curriculum to include applied as well as college preparatory courses in communication, mathematics, and science. Workshops for teachers on implementing the course were held before implementation of the program. The program continued for three school years (1987-88, 1988-89, 1989-90), by which time all five pilot sites had participated in the project. Data were reported for each school. The project was judged successful in that teachers were implementing the program, although slowly in many cases. Recommendations were made for more time for future projects, office staff and equipment for the project director, and more laboratory equipment for the Principles of Technology course.
