Abstract	A manual to help students analyze public policy issues in a systematic and well-informed way is presented, with emphasis on the conceptual, information-gathering, and analytical skills required. The text is intended for two major audiences: (1) introductory college-level courses in political science, public policy, or social science research; and (2) high school courses in current events, problems of democracy, or citizenship. Consideration is given to key concepts to help the student understand public policy issues, goal conflicts and public policy, and different types of public policy analysis. Also covered are: how to use the library and surveys as well as interviewing to gather essential data; how to organize and present quantitative information on public policy issues; how to define a social problem, identify alternative public policies, and evaluate the impact of the policy; and how to determine the steps required to implement a public policy and assess the chances of success. Examples are offered for each skill area, and exercises help the student master the skills. A model for forecasting and developing a strategy to get political support for the proposal is also considered. Finally, students are required to analyze a single policy issue of their choice. (SW)
