Abstract | Interrelationships among policy issues facing education in 1978 and 1979 are explored in this paper. The policy issues covered are based on over 1,000 concerns raised during an issue identification project that involved reviewing documents and interviewing educators. These concerns were sorted into categories in a process that led inductively to a model of the events in education systems that generate statements of concern. That is, an event in one issue area will generate concerns affecting policy in another area, and these new concerns may be voiced in several forms. None of the issues is isolated; all either affect or are affected by others. The specific concepts addressed in this report consist sometimes of single issue areas and sometimes of clusters of issue areas forming a larger concept area. The single or multiple concept areas covered are educational finance, equal educational opportunity, the loss of public confidence, the accountability movement, and the erosion of local control. Figures and tables demonstrate the relationships among issue areas and identify the concerns addressed. Appendixes provide an overview of the policy issue identification process and a report on the results of the concern-seeking interviews with educational policy makers. (PGD) |
