AbstractThis report concentrates on problems of displaced blue-collar and nonprofessional white-collar workers. Chapter 1 is a summary. Chapter 2 discusses policy issues and options focused on helping people prepare for worklife changes and helping workers to cope if displacement occurs. A definition and description of worker displacement are offered in chapter 3. Chapter 4 provides information on the relationship between displacement and economic growth, job losses, and job creation. National displaced worker programs are described and evaluated in chapter 5. Chapter 6 analyzes some of the more experienced displaced worker projects to illuminate common ingredients of success, issues in project design, and issues of concern to policymakers. Chapter 7 focuses on adult education services most likely to be useful to workers vulnerable to displacement. The potential of instructional technologies in delivering adult education is addressed in some detail. Barriers to adult education are also discussed. Chapters 8 and 9 address two causes of displacement--technological change and international competition. Chapter 10 focuses on causes and effects of displacement on homemakers and programs for displaced homemakers. (YLB)
