AbstractIntended for program developers, the document discusses Level I programs for mainstreamed handicapped children in the state of Maryland (Level I services are those that can be provided in the general education classroom with supplementary services and aids not provided in the general program). An introduction to Level I services is presented, covering such aspects as Level I and the law. Level I services as they are currently being provided in Maryland are examined. Three models of service delivery from around the country which are consistent with Level I parameters are described: Functional Analysis Systems Training, New Adventures in Learning, and the Vermont Consulting Teacher Program. Two aspects of the educational consultation milieu are discussed: the establishment of consultation as an effective tool within the framework of available local education agency services, and the utilization of an operational procedure to achieve a consistent level of success. An annotated bibliography of 22 books and articles on consultation, mainstreaming, appropriate programs within the least restrictive environment, and relevant practices is presented, along with a sample of the survey utilized to obtain data from Maryland county directors of special education, and a chart of the Maryland Continuum of service levels for handicapped children.
