AbstractThis booklet contains two papers: (1) "Federal Agencies and Urban Segregation: Steps Toward Coordinated Action," by Gary Orfield; and (2) "Mounting a Concerted Federal Attack on Urban Segregation," by William L. Taylor. In the first paper, racial, economic, and educational trends in urban areas are reviewed. Lack of Federal commitment, Congressional tendency to blame cities for their own problems, lack of programs for residential integration, and weak pursuit and impact of civil rights enforcement are identified as barriers to unified action for desegregation. Steps that Federal agencies could take to improve the present record are discussed, including data collection, civil rights office participation in policy formation, development of enforcement procedures, and coordination among Federal departments. The second paper explores possibilities for a coordinated Federal attack on housing and school segregation in metropolitan areas. It is argued that, because residential patterns and school desegregation are inextricably linked, court litigation regarding one problem should also address the other. Steps toward a Federal effort for combined school-housing relief are outlined. These include interagency cooperation, shared information, and increased focus on desegregation policy in the executive branch of the government. (GC)
