AbstractSan Antonio's Child Mental Health Program (CMHP) became ineligible for direct funding following enactment of Public Law 94-63, but was able to propose a viable plan for program survival. The CMHP, established by the Mexican American Unity Council (MAUC) in 1972, provides comprehensive child mental health services within a community setting and employs a unique bilingual-bicultural approach to service delivery and an effective outreach program. When continuation of these services was jeopardized by new mental health legislation in 1975, MAUC leadership proposed to the Health Coordinating Committee that CMHP continue under a subcontract from Southwest Mental Health Unit (one of two San Antonio providers of comprehensive mental health and mental retardation services under new legislation). The subcontract would allow continuity of CMHP services, and CMHP services would fulfill the community mental health center's mandate to provide specialized services for the mental health of children. Although the Health Coordinating Committee supported the MAUC plan, the future of CMHP remains in question--regional and national health planners must also approve the subcontract, and the two mental health agencies must prove their ability to collaborate. Appendices include the text of Public Law 94-63 and MAUC's proposal to the Health Coordinating Committee. (JH)
