| Abstract | The paper traces the legislative background and implications of Title VII of P.L. 95-602, the Comprehensive Services for Independent Living Act, intended for those individuals with disabilities sufficiently severe that their employment potential is limited but who may still benefit from vocational rehabilitation services to help them live and function independently. Reviewed are the definitions of services included in the law and discussed are state allotments. The concept of independent living (IL) as a consumer movement and a social phenomenon characterized by consumerism, self help, and demedicalism is analyzed, and specific services closely associated with the IL movement are seen to include advocacy, peer counseling, attendant care, architectural barrier removal, adapted housing, and adapted transportation. Among issues addressed at IL forums in 1979 were eligibility; scope of services; vocational rehabilitation involvement and responsibility, and private agency services. Funding issues and appropriations decisions are considered. (CL) |
