Abstract	A committee, composed of members of the Alvin Community College (ACC) Board of Trustees, Texas Commission on Law Enforcement Officer Standards and Education, and Alvin Police Department, and representatives from the faculty, administration, and student body, formulated a campus police policy handbook for the college. Development of the handbook involved seven phases: (1) discussion with other colleges about their police policy; (2) solicitation of input for the handbook from Alvin Community College Director of Police and Chief of Police; (3) open meetings with all interested parties; (4) writing of a rough draft; (5) submission of draft to interested parties for possible revision; (6) submission of the finished policy handbook to the ACC Board of Directors for approval; and (7) presentation of the handbook to campus police personnel. It was found that committee members were most interested in the moral behavior of campus police officers and the confidentiality of campus records. Non-law enforcement committee members had to be educated regarding duties and roles of the campus police; they also expressed a fear of firearms and a resentment about officers wearing guns. The committee method, though seen as the most democratic method of policy making, was found to be somewhat inefficient. Recommendations for the evaluation of the handbook, a bibliography, and appendices containing the manual itself are included. (Author/MB)
