Abstract | The rapid growth of educational research and development in America has widened the gap between average classroom practice and "best available" validated practices resulting from research and development at educational laboratories, universities, and school-based practice improvement projects. The extension agent system was chosen to change the educational dissemination system from a passive to an active one. Programs already in existence were studied and personnel functions were extracted to develop models. Job/role descriptions were compiled and divided into selection criteria and teachable knowledge/skills. Finally 28 modules to train project directors, resource personnel and field personnel were developed and tested. This document details the work performed and conclusions reached during the development project.
