AbstractThis document is an English-language abstract (approximately 1,500 words) of a report dealing with the arguments for school reform, aims of elementary education, student development, elementary school activities, educational administration, and the measures leading to school reform in Finland. The purpose of elementary education in Finland is to give students both a cultural foundation and a knowledge of skills. The rapid industrialization of the country has made it essential to expand the school system and modernize the curriculum. A nine-year comprehensive school providing free basic education and taking into account individual student abilities and interests is clearly called for. Differentiated teaching, vocational preparation, practical skills, physical education, the environment, handicrafts, and foreign languages are some of the aspects of the curriculum discussed in the report. Special education must be arranged for handicapped children. By 1975, 80% of those who have completed their elementary education are expected to finish high school. It is increasingly difficult for a Finn to get a decent job without at least a high school education. (Author/GDB)
