AbstractLos institutos técnicos superiores son instituciones educativas que ofrecen capacitación postsecundaria por medio de programas más cortos que los de las universidades. Este libro analiza las enseñanzas que los países de América Latina pueden obtener de la experiencia de los institutos técnicos superiores de los Estados Unidos. Aunque la experiencia de los institutos técnicos superiores norteamericanos haya generado ideas de las que América Latina puede beneficiarse, para los autores la respuesta adecuada no es la imitación sistemática, sino una adaptación selectiva. El libro ofrece un panorama de la experiencia de los institutos técnicos superiores en Norteamérica, describe aspectos pertinentes de la educación superior en América Latina y presenta recomendaciones generales para adaptar diversas características del modelo de los institutos técnicos superiores a los países de la región. En él se incluyen algunos de los trabajos presentados en el seminario de debate sobre política internacional "Nuevas opciones para la educación superior en América Latina: lecciones de la experiencia de los community colleges", organizado por el Banco Interamericano de Desarrollo y la Escuela de Posgrado en Educación de la Universidad de Harvard, que se realizó del 4 al 8 de septiembre de 2000 en Harvard. ; This IDB book includes presentations from the international policy dialogue seminar entitled "New Options for Higher Education in Latin America: Lessons from the Community College Experience." The seminar was sponsored by the Inter-American Development Bank and the Harvard University Graduate School of Education, and held from September 4-8, 2000. The event was attended by participants from 16 Latin American countries and the United States, and included small group discussions of the community college model as well as several short-term post secondary career initiatives being implemented in Latin America. This book explores how these institutions can help address the very challenges faced by post-secondary education in the region: an expanding and heterogeneous clientele, a lack of alternative social mobility options for people unable to attend traditional universities, and the need for more relevant curriculum that emphasized knowledge and skills better attuned to the needs of the job market. ; La creciente demanda social de educación post-secundaria en América Latina-unida a la incapacidad de las instituciones universitarias tradicionales para responder a ella-presenta un desafío a los responsables de las políticas educativas. Es preciso encontrar nuevos métodos de enseñanza e identificar las exigencias del mercado laboral para proporcionar una capacitación que pueda ser aplicada y remunerada en un empleo. In the United States and Europe, one- and two-year education and training programs now absorb at least half of all high school graduates. Community Colleges: A Model for Latin America? explores how these institutions can help address the very challenges faced by post-secondary education in the region: an expanding and heterogeneous clientele, a lack of alternative social mobility options for people unable to attend traditional universities, and the need for more relevant curriculum that emphasizes knowledge and skills better attuned to the needs of the job market. The book aims to foster the development of effective community college models in Latin America by discussing the issues and obstacles from the North American experience in terms of financing, accreditation, prestige, and a regulatory and incentive framework. Latin America is far behind Europe and the United States in developing diverse, quality programs for its growing post-secondary population, which includes many people previously excluded from higher education. Schools that offer one- and two-year programs generally serve the least affluent and politically influential groups, so they often are short-changed in the allocation of funds. Yet, as demand for these programs grows, educators and ministries are left grappling to find new teaching methods, identify new markets for graduates, and better match students with real labor market demand. The community college model may be a source of inspiration for Latin America's efforts to reach out to this new educational clientele.
