Abstract | From 2002 education for citizenship is to be compulsory in UK secondary schools and recommended in primary schools. It will build on work currently done in social and moral education while introducing areas new to many schools, such as the teaching of controversial issues, rules and laws, rights and responsibilities, democratic processes and conflict resolution. This paper reports on a research project in two contrasting primary schools where teachers' current beliefs and practices in social and moral education were evaluated along with children's perceptions of this teaching. This provision is then evaluated against the requirements of the new curriculum. Discussion follows as to what extent existing practice is an adequate foundation for education for citizenship and the subsequent implications for research and continuing professional development.
