Abstract | Designed to explore the prospects for the development of education throughout the 1980s and 1990s, this study looked at general trends in education in the course of the 1970s, socio-economic evolution in the world, and foreseeable advances in science and technology, in order to outline the priorities for international cooperation. Within the framework of this study, five regional symposia were held in 1980, in: Dakar, Senegal; Bangkok, Thailand; Beirut, Lebanon; Caracas, Venezuela; and Paris, France. A special International Panel on the Future Development of Education was set up to advise the Secretariat. The international panel met twice, first in 1980, and then in 1981, in order to identify significant trends in the development of education in the world, determine the factors likely to influence this development in the next two decades, and specify the essential themes calling for special study. Thematic studies by individual members of the international panel are grouped into seven chapters according to their themes: (1) recent trends; (2) factors likely to influence the development of education during the next 20 years; (3) towards equal opportunity in education; (4) the impact of science and technology; (5) education and the media; (6) interaction between education policy and cultural policy; and (7) material, financial, and human resources. Each chapter is preceded by an introduction, which, in order to give an overall view of these complex questions, attempts to isolate and synthesize a number of key ideas formulated at the time of the preliminary discussion organized in connection with the project.
