AbstractThe labor market is sending out explicit signals that determine the behavior of present and potential workers. These signals give impetus to the development of education. In the past few years, for example, there has been a dramatic increase in the numbers of college students and higher educational institutions; the sphere of supplementary post-collegiate education has become substantially larger. At the present time, having a higher education is perceived as an imperative demand that is imposed by the employer, as a necessary but not sufficient condition to obtain a job. Very often, a higher education, even in places where it was not required before, also must be backed up by supplementary education for the purpose of making one's knowledge and abilities deeper and more specialized. Very often, the complexity and dynamic quality that are characteristic of the sphere of work cause young specialists to have incorrect ideas about it and prompt them to have inappropriate expectations. On the other hand, in many cases an employer does not acquire the workers he needs and is forced to invest resources in retraining. These circumstances are making it essential to study the mutual expectations of employers and the specialists who are graduates of institutions of higher learning, to devise solutions to a number of problems. These include overcoming the discrepancy between the labor market and the market in educational services, reducing the scale of the widespread prevalence of informal relations, and putting together a new organizational culture.
